With Georgetown's rolling admissions process, Early Decision applicants receive the best consideration. Early Decision is binding. Georgetown encourages all applicants to apply as early as possible. For further details go to Juris Doctor Admissions.
Timeline
November 1 Application Form and Fee must be sent to the Admissions Office or submitted online
(Check the Early Decision box)
November 30 File must be completed with test scores and required documentsDecember 14 All decisions are mailed out no later than close of business
Note: The Office of Admissions has extended its initial Early Decison deadline and will continue to accept Early Decision applications past November 1 until further notice.

This isn't really news. They've done it every year for the past several years. Probably just an effort to boost their application #s to increase selectivity for US NEWS.
